For fiction, email query with first three pages of manuscript pasted into email. For nonfiction, email query that provides evidence that you have a full-length book idea, that you have the credentials to write it, and that there is market for it.
Response time for queries is anywhere between two minutes to two weeks. Response time for full manuscripts can be up to 2 months.
